Five Barangays of Kabacan gleefully accepted the responsibilities and challenges of sustaining the turned-over projects given to them by the Department of Agriculture-Mindanao Rural Development Program under the Community Fund for Agricultural Development Project during the turn-over ceremony conducted last June 27, 2012 at Purok Saranay, Barangay Aringay, Kabacan, Cotabato. A total of 5 Million worth of Mobile Rice Mills, Solar Dryer with warehouse, Bao-Bao and other projects that are designed at increasing the farm productivity of beneficiaries, were awarded to the barangays of Malamote, Aringay, Bannawag, Kayaga and Kilagasan.

For the past years, beneficiaries from these barangays undertook series of consultations and activities to match their needs with their identified projects. Partner-beneficiaries were involved and given technical assistance by DA-MAO Agricultural Technicians in the process of project conceptualization, designing to the formulation and development of business plans. Social mobilization and preparation, as highlighted in a message delivered by Mr. Rograciano J. Lumen, RPCO 12 CFAD Head during the turn-over ceremony, is one critical process that MRDP-CFAD is looking into if project sustainability and community participation are the points to consider. He also added that project policies, systems and procedures should be established to achieve the goals and objectives of the program.

MRDP-CFAD APL 2 is already on its round 2 for the awarding of sub-projects to its partners. The program works on the concept of resources sharing as the LGU of Kabacan provided 40% counterpart of the total project cost while Barangay Councils and partner-people’s organizations should establish mechanisms of sustaining and safeguarding the interests of the people and of the projects.

The ceremony was highlighted with the acceptance messages from the PO presidents from the five barangays of Kabacan. Messages of Challenge were delievered by Mr. Eliseo M. Mangliwan, the OIC-Provincial Agricultuirst of Cotabato, Ms. Shiela Siago from the MRDP-PSO Davao City, Ms. Jasmine Mosaiid, from the DILG and Hon. Policronio J. Dulay, Municipal Vice Mayor of Kabacan.
