Through the disaster framework provided in Republic Act 10121 also known as the Philippine Disaster Risk Reduction and Management Act of 2012, the two-day live-in seminar on Mainstreaming Disaster Preparedness and Climate Change Adaptation for 24 Barangays of Kabacan was conducted last June 18-26, 2012 at the Agricultural Training Institute- University of Southern Mindanao, Kabacan, Cotabato.
The seminar, with an objective of developing the skills of the people on community-based early warning systems, communication protocol and evacuation procedures during disasters, was actively participated by 288 members and officers of the Barangay Councils, Sangguniang Kabataan, Barangay Tanods and Barangay Health Workers in Kabacan.
This 8-day seminar, which was organized and facilitated by the officials and personnel of the Local Government Unit of Kabacan, headed by Dr. Cedric Mantawil, the Municipal Disaster Risk Reduction and Management Officer of Kabacan, was carried-out into 5 modules through inputs, workshops, simulation and brainstorming. Participants acquired firsthand experience and information on the topics Policy Framework (RA 10121), Disaster Risk Reduction Management, Family Disaster Prepared Framework and the relevance of Contingency Planning.
The 24 barangays were clustered and divided into four (4) batches with the following schedules: June 18-19, 2012, June 20-12, 2012, June 22-23, 2012 and June 25-26, 2012. Speakers and activity facilitators were tapped from the Philippine National Police and the Bureau of Fire Protection.
